Add wsl-bootstrap config
...
This does not contain the home manager setup, since including that in
the bootstrap image appears to prevent home-manager from doing any updates

Start port to darwin
...
Get a working basic darwin config, including:
- Emacs
- Core utils
- Linking nix applications into ~/Applications
- Managing homebrew through nix
- Switch from nixpkgs-fmt to nixfmt
- Compile aspell with the needed dicts to make getting it working on mac
smoother
